Thanks for the try, but, as I suspected, ACTIVE_JOB_INFO only works for active jobs. The job never starts as the password is invalid. And it was before we IPL'd (which is another horror story).
I changed your SQL to
SELECT JOB_USER_IDENTITY, CLIENT_PORT, CLIENT_HOST, CLIENT_IP_ADDRESS
FROM TABLE (QSYS2.ACTIVE_JOB_INFO(DETAILED_INFO => 'ALL')) X
WHERE JOB_name like '%QPADEV000L%'
ORDER BY JOB_USER_IDENTITY;
