Good catch. You have to reverse the functions.
exec SQL Set :enc = encrypt_AES(:text, :psw);
exec SQL Set :text = decrypt_char(:enc,:psw);

Not
exec SQL Set :enc = encrypt_AES(:text, :psw);
exec SQL Set :enc = decrypt_char(:text,:psw);
