It has nothing to do with LIBHTTP. It's just using system APIs.
What's the host you're trying to connect to that is having the issue?

to doesn't support anything new enough for your box to use. If you
know what the server supports (try an SSLLabs scan of the server),
then you might be able to enable something on your box that it can take.
