Most applications which are concerned about arrival sequence probably use REUSEDLT(*NO). Other applications may also use that because of defaulting.
Again, arrival sequence is normally not that big of a concern. For example, if you read your item master by key then you probably have zero care regarding that file and arrival sequence. None.
But, if you have a log file, which may even not have a key, then arrival sequence may be a big thing. Sure, one can get around that by adding a pseudo key, etc but the application you're using may just dump into that log file and not have bothered with any key.
