Setting up a *SYSTEM keystore on a V7R2 box: what LICPGM(s)?

Ladies and Gentlemen:

Got a customer with a V7R2 box. They apparently don't have a "*SYSTEM" keystore set up, they don't have secured Telnet, and they probably don't have DCM.

What LICPGMs and options do they need, in order to set up a "*SYSTEM" keystore, and also the necessary SSL/TLS support for HTTPAPI?

Obviously, DCM itself, but I don't know what the LICPGM or option number would be for V7R2 (and I can't do a GO LICPGM on their box).

Do they need anything else?
