Not to beat a dead horse but the parameters (usage limit, product, license term, feature) on the CPF9E71 message match what you see in DSPLICKEY, right?
-- A request was made to add a user, but the grace period has expired and
the requesting user was not added. Any users exceeding the usage limit of &4
have been released for product &1, license term &8, feature &3. Users are
released, starting with the most recently added user, until the number of
uses no longer exceeds the usage limit.
