When you are wondering if there is any new DB2 service for this the first place you should check is:
http://ibm.biz/DB2foriServices
as it does a really nice job of summarizing them and telling you what PTF group for what release they came out (or got updated).
The 7.1 column dropped off when 7.4 came out.

Then the next possible place is in the Knowledge Center under IBM i Services at
https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_74/rzajq/rzajqservicessys.htm
You can select your release from there (even 7.1)

You may also find the DB2 for i Services helpful at
https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_74/rzajq/rzajqservicesdb2.htm

For more 'database' stuff and not so much application developer API stuff there's the system catalogs at
https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_74/db2/rbafzcatalog.htm
