Yes. If you are comfortable with Java, you can do it with POI. I don't
know how much of this is exposed in Scott's POI wrappers for RPG.

If you don't want to use POI, you can use other open-source options in
PASE (Node.js, Python, .NET, PHP, or Ruby).
