I have code in an RPG program that uses SQL to create a table in qtemp as
another table with data:
CREATE TABLE qtemp/abc as ( select * from efg * ) with data

but now I have changed the compile option to always compile ACTGRP(name)
Commit(*CHG).

Tables created in QTEMP are not journaled. So inserts into a table in
qtemp fail when the program is running under commitment control.

I can use the "with none" clause to insert a row into a table in QTEMP
using SQL INSERT. But CREATE TABLE AS does not support "with none"?

I can use EXEC SQL SET OPTION COMMIT = *NONE. But that removes commitment
control from the entire program. And besides, this CREATE TABLE AS code
runs in a service program procedure. Running SET OPTION COMMIT = *NONE
appears to force all the procedures in the module to run as COMMIT *NONE.
