I can duplicate this.
You are restricted to only looking at the data via other views.
How did they do this?

F11=Display detail object authorities
You lack Opr
Object --
User Group Authority Opr
*PUBLIC USER DEF

Opr
Object operational authority provides authority to look at the
object's attributes and to use the object as specified by the
data authorities that the user has to the object.

I am trying to access these two objects via STRSQL and am getting an error that I am not authorized. RUNQRY also fails. When I look at the objects, *PUBLIC has read access. If I log in as QSECOFR, I can read them. I am 99% sure that I was able to access these with e *PGMR profile in a prior release but no idea how far back. Can anybody point me in the right direction as to what changed and how to get *USER or *PGMR profiles access to them?
