Let me start out by saying this is NOT necessarily related to the CISC-to-RISC conversion pain some of us went through.
This is NOT necessarily related to the V5R4 to 6.1 conversion pain some of us went through.
What this does do is convert programs to take advantage of new processors and/or new operating systems.
For example, after a P8 to P9 migration using these tools to convert your programs may make your programs run better. Another example might be an OS upgrade. Running these tools may allow your programs to take advantage of underlying stuff in the OS and may make them run better.
I believe that all programs compiled after V5R1 have the necessary creation data.
