Knowing the 250 is really just a re-badged 170, I can say this:

It is very likely the RIFA capacitors inside the power supply that are getting flakey and are about to "give up the ghost" entirely, at which point, the machine will no longer power on.

IBM, like many other companies in those days, used the RIFA capacitors in power supplies, etc., and they like to fail after a certain number of years.  Apparently the composite materials they are made from are hydroscopic -- they gradually absorb water from the atmosphere, until the whole capacitor turns into a "goo" ... :-o
