Ok, not that I would do it this way but I can understand what you are trying to do.
Yes, if you go this way I would probably run it outside of BRMS.

When you go from your existing system to your new system are you retaining the disk drives, etc?
When I upgraded from Power 8 to Power 9 I was keeping my existing drives. Originally I was planning on an unload/reload but I simply ended up unplugging my cables from the Power 8 and plugging them into the Power 9. Helps that the only drives in the CEC were for VIOS and the drives used by IBM i were in expansion units.

Doing the SAVSYS your way allows you to format the disks and get ready. A big time saver. Of course, even that could be done prior to dropping your system for the backup, by using an earlier SAVSYS. Or even other methods.

I knew that was going to be the first response.

To do a migration to a new Power 9, I want to be able to restore the SAVSYS while the *ALLUSR is backing up, the *ALLUSR while the IFS is backing up etc.

We're probably going to do an Option 21 save rather than a BRMS save prior to the migration anyway but I was just curious. We can't afford the down time to wait for the full backup to complete before starting the restore process.

I've done it in the past but I had my own CL backup process then.

Given, a control group consisting of
*SAVSYS
*IBM
*QHST
*ALLUSR, etc

Is there a way to force each step to a separate tape? Specifically, I
would like the system/IBM on one tape, *ALLUSR on a second and the IFS
on a third.

Append to media is already set to *NO in both the control group and
the backup policy.
