When using a select statement resultset to insert records into another
table, you do not use the VALUES clause. Just remove the VALUES from your
statement.

insert into itcodesp (ctype,cgroup)
with abc as (
select 'abc','123' from sysibm/sysdummy1)
select * from abc
1 rows inserted in ITCODESP in ODWTEST.

Normally, the syntax is as follows -- no VALUES phrase. Are you
trying to create a subselect in the VALUES phrase? I'm not sure that
subselects support common table expressions of their own.

INSERT ...
(column names...)
WITH ...
SELECT ...
