The backend IBM systems do a lookup on the MTS to ensure it is under MA or
Warranty status. If it is not listed in the database then you cannot
proceed.
A quick and dirty way of verifying this is to try an Electronic Service
Agent call home. If the machine is not entitled for service here the call
will fail and you will not receive a PMR or PMH number - then log a
Hardware Service call and request that the server is registered for
RETAIN.
This act should ensure that your system is picked up as being on warranty
to allow your code download entitlement to be accepted.

PS - I assume that for your case - you have entered the system serial
number at the fix central web site and have been informed that the server
is not entitled.

Something that new has an entitlement, so there is an error in the order
processing at the BP or the distributor, lately my issues have all been on
of the distributor not placing the orders in a timely and correct fashion.
Could be IBM messed it up, but I doubt that.

So, call the BP and give them some grief.
