In regard to project scope, I'm somewhat familiar with their requirements
because the state school board requires systems like ours to provide data
to them via an ETL process. Some of their tables include:

School Districts
School District Schools
Students Master.
School Student Enrollments.
School Student Schedules.
School Student Assessment Results.
...

Think perhaps 70-90 more tables.

The load process purges previous data and loads whatever the school board
requires local agencies to send them. The data must pass validation rules
embedded in load procedures.

They require a number of packaged queries, reports, and extracts. The "data
& statistics" group has a separate annual budget, which should cover the
cost of ad-hoc business intelligence.

The majority of their data is refreshed at regular intervals via ETL,
mostly daily. I don't envision a big need for transaction processing and
database maintenance applications. Think data warehouse.
