chgown command - error V7R1

Today we attempted to change owner of a few IFS file for an ex-employee. We received the following error:

problem. Correct the error, and retry the operation.
Technical description . . . . . . . . : If you were attempting an operation
on a user-defined file system (UDFS), the name may have been incorrect

I forced it to use the command in QSYS as well. Tried one the backlevel command and it says not valid for this version, as expected.

This is a directory under our home directory and on ASP Device *SYSBAS

Google search turned up nothing.
