Most likely a Windows web service since you need functional OCR.

And from Windows users no doubt. Unless you're running Linux desktops........Ahhhhhhhhhhh......

My code will be a webservice. The caller will provide me with a serial number, and I'll return a PDF of the matching TIF images.

Don't they use windows ?
