What error is listed in the startup program log ?

Suggest you add; chgjob log( 4 0 *seclvl ) logclpgm(*yes) to the start
of the startup program.

Also note;
The STRTCPSVR command can only be used when TCP/IP is fully
operational in normal operating mode. Servers can not be started
when the system is in restricted state.

Check the job log after the startup program runs and you should see the
reason.

What profile is the startup program running under ? authority issue ?
