I authenticate with public keys instead of passwords when doing SSH from IBM i.

If I sign on to one of our Google Compute Linux instances, and I do "scp foo.txt <user>@<domain>:foo.txt" to connect to our web/FTP server, it works just fine.

If I sign on to a V7 box, and go to QShell and do it, I get (at best)
Permission denied, please try again.

Permission denied (publickey,password,keyboard-interactive).
lost connection
and at worst,
Host key verification failed.

without even being asked for a password. And if I try to establish an ssh session, the best I can get is being asked for a password, and I still get, at best, "Permission denied, please try again."
