explicit cast meaning "decimal(a.numMonthsActive,7,0)" ?

I tried that and there was no precision in the result.

decimal( case when a.numMonthsActive = 0 then 0.0
else a.sumQtyShip / DECIMAL(a.numMonthsActive,7,0) end,
8,2) ShipQtyPerMonth,

only when a.sumQtyShip is wrapped in "decimal(a.sumQtyShip,7,0)" does the
rounding work.
