Good point. I've sent an email to our sysadmin requesting this. I know
I'm going to be interrogated about why we need a feature described as
"International Components for Unicode" since this particular function
doesn't seem to have any relationship to it, or it at least can be used in
a "non-international, non-unicode" environment like ours.

One problem with waiting until you upgrade before adding new LPPs is that
you have to remember to add them BEFORE you load/apply PTF's. If you
carefully follow the upgrade instructions it clearly lays this out.
Another is remembering that you wanted to add this LPP. :-)
