It's IBM Java, not Oracle Java. It is installed in the SDP. In my case
/opt/IBM/SDP_96/jdk. It will be in something similar in Windows.

It seems that java got removed from that workstation, no idea how.

It showed as installed in Control Panel, all the Windows Start Menu
options
were there. The MSP went to java.com and installed it. No indication
from
Windows that it was already installed, it just installed it and after
that
ACS worked.

So much for my thinking ACS had it's own java. I could have sworn that
was
discussed here twice recently.

Anyway, thanks for all the suggestions and the issue is resolved.
