Ok, I have to say using QPWDLVL 1 or 2 is a completely frustrating waste
of time and one should just go to 3.

Any chance these people have mixed case passwords in Windows?
I know it seems odd and must be unrelated because Qsystemname works but I
really think you'd be better off just going to 3.
