The big question is a business question: How badly do you need your backup to be up and running 'instantly?'
Provide enough money and it's 'instantly.'
Provide less money and accept more time.
This is an insurance policy for the company.

Now there is no way that's happening quickly enough that the user won't
notice. Yes flash storage helps, and certainly having less stuff
actually running on that partition helps too (the layering of servers)
but it's still not instant. It takes times.
