Are the controllers you created varied on ?
Might mean to be referring to CTLD instead of DVD

The Bill and Ben controllers at both ends need to be varied on.
When you vary the first controller on it will stay vary on pending until
the remote end is varied on.
If the controller stay vary on pending then there is something wrong
somewhere

I would also be thinking that SBS QSNADS ought to be active.
