For internal stuff, I have no qualms about deleting anything left in /tmp.
When I've had complaints I explain that tmp means Temporary, if you want to
keep it, find a proper home for it.

I never like to assume that a venor really knows what they're doing.

Putting stuff that is meant to be persistent in a directory called
/tmp certainly doesn't seem like a smart thing to do. If some software
is doing that, then I would have to challenge its creator

means.
