For me, RDi PMR's have always had a different attachment mechanism. They always opened a dialogue with a drag-and-drop interface. That stopped working some time back, and I just use ECURep for RDi PMR's. I've asked IBM about it, and they blame GDPR.
Non-RDi PMR's have always had just a file attachment button, and I've never had any issues with that.

Subject: Upload files for new PMR Blocked by Content Security Policy
Trying to open a PMR on IBM website. When attempting to attach files to the PMR using Firefox Quantum 61.0.2 64 bit, the pop-up window states Blocked by Content Security Policy. An error occurred during a connection to idaas.iam.ibm.com. Firefox prevented this page from loading in this way because the page has a content security policy that disallows it.
Tried again using Internet Explorer. It initially complained but allowed it on subsequent attempts.
