After reading the thread, it looks like you may want to think about
self-service reactivation. In December 2017, there was a developerWorks
article called 'Build an enhanced IT help desk chatbot on IBM i with
Watson Assistant'

That article laid out a working proof of concept of an automated help
desk that could re-enable passwords by sending a text message to the
cell number of record for the person. It uses Watson and Node.red.

I knew exactly zero about both of those topics, and I got the thing
running over a lunch hour. I also was able to modify it to handle other
requests in a very short time period - hours, not weeks.

I'm not suggesting that this is a finished product, ready to deploy.
I'm suggesting that it's something you may want to add to the list of
things being considered.
