The user profile needs to have special authorities *IOSYSCGF and *ALLOBJ
You change this via CHGUSRPRF.
(This is usually a QSECOFR task).

ZUI_50044: IBM i user profile &1 does not have *IOSYSCFG and *ALLOBJ authorities or has not been granted permission which is required to use the administration interface of IBM HTTP Server for i.
I went back thru the archives and found an old discussion. It led me to this IBM link,
