Waterfall and the other development processes just are not built for Agile
development. Don't confuse Object Oriented Design with Object Oriented
Development. While they can work together they don't have to.

This is a diehard waterfall shop.

O.k. TBH, I've only heard our direct IT manager mention this. I suspect
that, if our "business" managers have actually been presented with the
Agile idea, they probably never heard or understood your point #3. IT
manager: "Agile is a methodology to increase productivity and lower costs.
It..." Business managers: "Great. Do it."
