Sounds like an old S/36 flat file. Here is an example of a LF we have over a retired AR Detail file. (Thank God for archiving old source)

Try this: (of course change the fields as required.)

A R ARRDTL01 TEXT('A/R DETAIL TYPE 4')
A PFILE(CR.ARDTL)
* DEFINE FIELDS
A F00001
A KSTORE I SST(F00001 001 7)
A KTYPE I SST(F00001 024 1)
* TRANSACTION DATE / YYMMDD
A KTRNDT I SST(F00001 031 6)
* KEYS
A K KSTORE
A K KTRNDT DESCEND
* RECORD SELECTION
A S KTYPE COMP(EQ '4')

Subject: Creating a logical over a physical that has no DDS

Hi everyone
We are on V7r1

We have a physical file that was created without a DDS
CRTPF FILE(library/filename) RCDLEN(500)

With multiple members
The contents of the records in this file, has a certain layout
The first character is a record type
Characters 2 through 11 is an order number
Line number is characters 12 through 16
Etc.

I tried creating a LF DDS using SST over the record name - but its just not working

Is there a way to create a logical over this file with the record type and/or order number as a key?
