Answering question 2 is one of my favorite things.

IBM changed a lot of their job descriptions to stop generating spooled
joblogs.
DSPJOBD JOBD(QDFTSVR)
Job log output . . . . . . . . . . . . . . . . . : *PND

So to look at these job logs, and spooled joblogs, you can use
WRKJOBLOG JOBLOGSTT(*PENDING *SPOOLED)
Prompt that and all is good.

I changed system value QLOGOUTPUT to change all my joblogs from *SPOOLED
to *PND.
This helps in a BUNCH of ways.
1-Cuts down users deleting the joblogs when they use WRKSPLF.
2-Makes the SQL services for searching joblogs ROCK!

If you just have to have a spooled file there's nothing stopping you from
DSPJOBLOG JOB(...) OUTPUT(*PRINT)

These get cleaned up the same as spooled joblogs from the GO CLEANUP menu.
