In Paraguay, tax office will require dates in the format: 
AAAA-MM-DDThh:mm:ssTZH

Is there a function to get it, or will I have to write my own?

first 4 bytes for the 4-digit year.

You have other options in RPG, but you're asking about system values in
midrange-l, so...
