The SET PATH Statement is necessary when using SQL Naming convention for
finding unqualified specified stored procedures, user defined functions or
user defined table functions.
When using SQL Naming conventions are used the libraries specified in the
SET PATH Statement is searched. The real library list is ignored.
The special value *LIBL can be specified in the SET PATH statement.

Does anyone know what controls the value of the 'SET PATH' statement that
appears when you use the QSQGNDDL api or GENERATE_SQL procedure?
99% of the time it's set to *LIBL ... but on very rare occasions I've seen
libraries (although I can't remember a specific instance).
