By default, you're in the chat. If it gets hot and heavy on minutiae, the
admin typically asks you to make it a topic to keep the chat flowing.

The topics are great, some provide in-depth answers with code and screen
shots etc.

E.g., in the PASE Chat, Kevin Adler and I got working on "why Midnight
Commander won't compile on PASE", certainly not everyone's burning issue.
We made it a topic, it's indexed, easy to find if I want to go back to it,
instead of scrolling up through months of chat, and we didn't derail the
general discussion of PASE.

Why might I choose a Chat over a Topic, and vice versa? After all, the
Belgae and Aquitani have different customs to each other... :-) Perhaps
a sticky Guide for newcomers Topic is in order?

2. Topics
- One-subject discussions started in a Forum
- Referenced with a link from the Chat point where they started
- Keeps a deep discussion from clogging a topic, very nice.
