I also found this in the CREATE PROCEDURE (SQL) documentation:

CONNECT, SET CONNECTION, RELEASE, DISCONNECT, and SET TRANSACTION
statements are not allowed in a procedure that is running on a remote
application server.

According to the doc, CONNECT TO is an executable statement...and it can't
be dynmaically prepared...

So what am I doing wrong?
