We looked at updating PL/I - but it would never have been instead of RPG IV - that would have been ridiculous and we would justifiably have been lynched by RPGers.

It was impossible/impractical to do PL/I for many reasons including the fact that there was no ILE oriented PL/MI compiler and no re-usable PL/I code base written in C or C++ that could be used. That meant a total rewrite would have been required.

Given the minuscule number of PL/I users and the fact that it was unlikely to attract many (if any) additional users it would have been a total waste of time and money.
