Concur with whom?

I certainly don't agree with that view. In modern versions of Windows,
it would be more accurate to say that there is a DOS compatibility
layer within Windows, somewhat akin to what you were saying about PASE
being a guest of IBM i. See this question:

To be clear, it seems we're in agreement that IBM i does NOT have a
GUI in the Windows sense, regardless of whether you think of Windows
as "an operating system with integrated GUI" or "a GUI which runs on
top of DOS".
