sftp doesn't use SSL/TLS whatsoever and any crypto is implemented in
libcrypto provided by OpenSSL and not IBM i System SSL. Adjusting
systemvalues has no effect on it.

Keys are not signed - certificates are, but SSH doesn't use certificates,
only keys.
