I think the real problem is this:
You are trying to perform operations.
These operations are affected by locks on objects.
Now, does it really matter if the locks are caused by "active" jobs, or by
jobs that the person just left running?
If it doesn't matter then perhaps you're trying to solve the wrong
problem. Instead, use the list locks sql service and kill the jobs
holding the locks.
If it does matter then what do you do? Perform the operation at some
later date when there are no locks? Call any number of users and politely
ask them to release the lock and if they say they cannot because they are
busy then reschedule the operation for some later date? I'm more of a
"kill them all and let God sort them out" kind of guy.
