Ordinarily that's the result of the tape locations on the tapes. Look to see the actual inventory on the tape library with WRKMLBSTS (option 8) Then make sure the only tapes in the tape library location (WRMEDBRM) are the ones physically in the library.

Don't believe the report for this circumstance. It's also looking at media class.
