I know they are delivered that way John - but tell that to my Win 10 VM which appears to arbitrarily choose whatever icon it darned well pleases.

Certainly the embedded one is what will appear on install - but I seem to recall back in XP days changing a desktop icon to one of my own design because the supplied one was too much like another program and I couldn't tell the difference.

It's not that simple. Icons are generally bundled with (in effect,
compiled into) Windows executables. So if you change the executable
being pointed to, you will also change the icon to one of the icons
bundled with the target executable.
