I've never done this for performance reasons and this is just a WAG, but
what about creating a view that includes a new field that is a substring
per your example? It would still be a substring, but would performance be
better since it's defined in a view?

Given MY_TABLE with MY_COLUMN defined as char(12) and this query:
Select *
From MY_TABLE
Where substring(MY_COLUMN, 5, 6) = '123456';

Is there an alternative to SUBSTRING that will perform better?
