it as "No, IBM is not having second thoughts, but if you want to resubmit
it, perhaps with additional information, feel free to do so."
Additional clarification:
If you go to the RFE website, click on the status it will simply say
Declined. If you click on Declined you will see

Declined: IBM has evaluated the request, and has determined that it can
not be implemented at this time or does not align with the current
multi-year strategy. This request may be resubmitted for consideration
after 12 months from the date of decline. The request submitter will
automatically be notified by email when the request qualifies for
reconsideration and resubmission.
</snip>
Which says, don't bother us for a year on this issue. But we will email
you after that year to let you know that you can, if you want to.
