Decades ago there used to be an issue in RPG-- when writing records to a file you had to open the file I/O in order for new records to show up in the file index so you could check for duplicate keys.

I'm pretty sure that was resolved sometime since then...

Are you sure you want get the count from the INPUTFILE? Seems like you
want to get it from the target file.
