It really helps if you lay out some sample data

What do you expect to see in this case:

REBATES
customer category
1 A
1 B
2 B
4 A

sales
customer category
1 B
1 C
2 A
2 B
2 C
3 A

credits
customer category
1 A
1 B
2 A
2 D
4 B
5 A

This will help us to know a lot.
Basically this will help us figure out INNER JOIN, OUTER JOIN, EXCEPTION
JOIN, LEFT, RIGHT, etc
In Query/400 this is comparable to
1=Matched records
2=Matched records with primary file
3=Unmatched records with primary file
