First I questioned whether or not that was an ISO timestamp.
It is:

It's just not Db2's definition of an ISO timestamp.
values timestamp(replace(replace(replace(
'2018-03-07T23:07:56Z', 'Z', ''),
'T', '-'),
':', '.'))
will work.
I submit this with the usual suggestion to put this into a function so you
can error trap, etc.
