Are you talking about the DBGENCKEY parameter on e.g. CRTRPGMOD, CRTBNDRPG, CRTCMOD, etc.?

If so, then "of course" you can "change" it at "compile time" -- just specify a different value for that parameter. ;-)

When you say, "Perhaps via an API?" -- do you mean that when a user specifies e.g., "DBGENCKEY('Garbage')" you want to change it to some other value that you control?   You could do that using a "Change command exit program" -- see WRKREGINF and look for QIBM_QCA_CHG_COMMAND and QIBM_QCA_RTV_COMMAND ...

Let me know your intended "use cases," and I may be  able  to provide better suggestions.

Why do you want to change the DBGENCKEY?
