That has the advantage of making the new group/cumulative go marginally
faster since the system will not have to IPL into the "A" side first to
apply things. (Make sure to leave the IPL source "B" regardless of the
status of the PTFs)

I'm not sure I see any additional benefit to the extra steps and IPL cycles,
unless of course you IPL that often anyway.

Once upon a time a bazillion years ago, someone on this list suggested
permanently applying all PTFs just prior to loading a new cume. If I
remember correctly, whoever this was felt that was about the right amount of
time.

That's what I did from that time on.

For supersedes yes (that's why I talked about "explicitly" perm applying).

I'm not sure I'm good with the "in for a penny, in for pound" approach.

But you were already, just not all of them. Let me be the second to
try to explain this to you.
You put on PTF SI12345. It fixes QCMDEXC. You put it on temp.
Next month you put on PTF SI23456. Hark, it fixes QCMDEXC again.
Since it does that it has to put SI12345 on permanently, and then
marks it superceeded. At this time there is no way to RMVPTF SI12345.
